The $705M Beloit Pre-Opening Window

The Ho-Chunk Nation is five months from opening Wisconsin's second-largest casino, a $705M Phase 1 build at Beloit, with a Phase 2 hotel and conference center to follow. The window to install the operating system that will carry the seventh property and the Phase 2 ramp is open right now, and narrows once the doors open.

What Just Happened

A revived $705M build is five months from ribbon cut.

The Beloit project, revived under President Greendeer's return in 2023, takes Ho-Chunk Gaming from six properties to seven inside Wisconsin and sets the stage for a Phase 2 hotel and conference center on the same site.

  • September 2026. Ho-Chunk Gaming Beloit Phase 1 opens: 240,478 sq ft, 1,800 slots, 44 table games, sportsbook, four restaurants, casino bar. Wisconsin's second-largest casino on day one.
  • Phase 2 follow-on. A 312-room hotel and conference center is the next pre-operational window after Phase 1 ribbon cut, extending the Beloit footprint into a destination resort.
  • 2023 mandate. President Greendeer revived the Beloit project on his return and is now in his second term carrying the build to delivery. The decision authority on opening sequencing sits at the President level.

Why Now

Every decision made before opening is cheaper than every decision made after. Governance, leadership bench, operating cadence, guest-experience standards, member accountability structures. All of these are easier to install on a pre-operational enterprise than to retrofit on a running one.

The September 2026 Phase 1 opening, the Phase 2 hotel and conference center pipeline, and the move from six to seven casinos raise the public visibility of every operating decision in the first 12 months at Beloit. The operating system installed before opening is what carries that visibility cleanly across both phases.
